If population competition based solely on administrative districts persists for two to three years, it leads to a misjudgment of the actual flow of talent at the industrial sphere level.  The settlement of young people in Gyeongnam should be determined not only by residence within the provincial boundaries but also by whether talent from the Southeast region is integrated into Gyeongnam's industries.

12. Why Now Is Golden Time

The net outflow of people in their 20s from Gyeongnam decreased from 16,635 in 2022 to 11,183 in 2024, and the youth employment rate rose in the first quarter of 2026. This marks an initial phase where the potential for simultaneous improvement in youth mobility and employment has emerged. However, as the causes of the decline and the quality of employment have not yet been analyzed, it remains unclear whether a structural reversal is possible. If follow-up data for 2026–2028 is not secured, the opportunity to separate the effects of economic boom, policies, and population decline will be lost.  Currently, this is not the point where the youth outflow has been resolved, but rather the time to verify the possibility of the first reversal.

Orders in the shipbuilding, defense, and aerospace industries follow a timeline structure that extends into production and hiring between 2026 and 2028. If young people fail to secure their first job roles and skills during this period, companies compensate for the production gap through experienced workers, external personnel, foreign labor, and automation. Entry pathways for young people that were not established during boom periods become even narrower during economic downturns. There is no evidence linking industry-specific order schedules with the timing of youth hiring, education, and graduation.  The current industrial boom represents the last favorable market segment for Gyeongnam to create a career market for young people.

Changwon possesses the conditions to form the broadest manufacturing career market in Gyeongnam, as it houses the machinery, defense, and nuclear power industries, along with national industrial complexes, universities, and research institutes. While industrial agglomeration is confirmed, the career paths through which young people move from small and medium-sized enterprises (SMEs) to mid-sized or large corporations, or to R&D roles, remain undisclosed. Even with a large number of companies, if skill recognition and mobility pathways between firms are not visible, young people perceive moving to the Seoul metropolitan area as a safer career choice. Unless the defense and nuclear power booms of 2026–2028 translate into a local career ladder, Changwon’s industrial agglomeration will fail to create a premium for youth settlement.  Changwon’s "Golden Time" is not a period for increasing the number of jobs, but a period to verify whether careers can be sustained between companies.

 

12-2. Golden Time Application Cases in Basic Local Governments ② — Geoje City

While production and labor demand in Geoje have expanded due to the recovery of shipbuilding orders, the region still faces the burden of dependence on a single industry and lingering memories of past restructuring. Young people assess not only current hiring but also whether their careers can be maintained even during periods of order downturn. Data on the migration of shipbuilding roles to offshore plants, defense, smart ships, and other manufacturing sectors, as well as the skill recognition system, are not publicly disclosed in an integrated manner. If hiring during the boom period of 2026–2028 is centered on short-term production personnel, the outflow of youth will be repeated during the next economic adjustment.  Geoje’s "Golden Time" is the period to determine whether the recovery in shipbuilding hiring has been transformed into long-term careers capable of inter-industry mobility.

In 2024, Gyeongnam experienced a net outflow of 11,183 people in their 20s and 3,176 people in their teens. Young people who leave during the stages of further education or their first employment form their workplaces, housing, and social networks outside the region. The cost of returning after the move becomes greater than the cost of remaining before. If an outflow of the same scale is repeated for two to three years, the decline in the youth population translates not into a simple sum, but into a loss of career assets accumulated outside the region.  What is being missed now is not a single person, but the first three years of career experience that would not be accumulated in Gyeongnam.

Manufacturing AX brings about the simultaneous retirement of existing skilled workers and an increase in new digital roles. If young people fail to enter production, design, data, and quality roles, companies face both the aging of their current workforce and a shortage of future talent. There is a lack of evidence linking industry-specific retirement forecasts with the entry of young people. If retirements and increased orders overlap around 2028, skill gaps by job function will appear before total employment. What  Gyeongnam is missing is not the current production workforce, but the next generation of skilled workers for Manufacturing AX.

If the outflow of young women and non-manufacturing majors continues, the job composition of local industries becomes increasingly skewed toward production and technology. This job bias, in turn, creates a cyclical structure that exacerbates the outflow of young women and the decline in household formation. Evidence regarding the impact of outflows by gender and major on the diversity of the industrial ecosystem has not yet been integrated. The physical infrastructure of companies and industries to demonstrate the youth career market already exists. However, there is a lack of evidence showing which job roles young people enter within this foundation and how they move between companies and industries. Connecting education, recruitment, tenure, job changes, and out-of-town transfers for the period 2026–2028 will confirm, for the first time, the attribution rate of industrial investment to youth.  The greatest asset currently available is not additional support programs, but the actual career map of youth within Gyeongnam's industries.

Gyeongnam is home to multiple industries, including shipbuilding, defense, aerospace, machinery, automotive parts, and nuclear power. While competencies in mechanical design, welding, quality, control, data, safety, and maintenance have the potential to be reused across these various industries, recognition standards for each company remain separate. The current period, characterized by a decrease in the net outflow of those in their 20s and an increase in youth employment, marks a point where a baseline can be established for policy and industrial effects. If data regarding job type, starting salary, one-year tenure, three-year growth, and relocation during this period are missed, subsequent economic fluctuations and new policies will become intertwined. Once the 2026–2028 cohort is secured, it will be possible to identify combinations among the 145 youth policy projects that have demonstrated actual settlement effects.  The time asset currently available serves as the initial baseline for verifying the causes of the reversal in youth outflow without distortion.
